Every station on XP100 Finder traces back to a named source. For two of the three ethanol-free grades sold in India, that source is a reply to a request under the Right to Information (RTI) Act, 2005. This page reproduces those replies so anyone can check the data against the original, and records what each company disclosed, what it withheld, and what changed on the site as a result.
The requester's name, postal address, phone number and email have been redacted from the text and from the scanned copies. Everything else, including registration numbers, dates and the names and designations of the officers who replied, is unchanged. RTI replies from public sector undertakings are public records.

What was asked
The three requests asked the same questions in substance: a complete, current list of retail outlets selling the company's 100-octane ethanol-free grade, with outlet name, street address, and where available coordinates, phone number and opening hours; written confirmation that the grade contains no ethanol; and the date the grade was launched. Each request stated that the information would be used to build a free public directory for vehicle owners looking for ethanol-free fuel.

Q. 1. A complete and current list of all IOCL XP100 (E0 petrol) retail outlets across India, including: outlet name, full street address (street name, city, district, state, PIN), latitude/longitude coordinates (if available), contact phone number (if available), opening/closing hours (if available).
Reply: The list of outlets of IndianOil presently selling XP100 with address available in records is attached as Annexure. List is dynamic in nature as marketing aspect of the product (XP100) dependent on various factors is taken into consideration for placement of product at different retail outlets across the country.
Q. Official written confirmation that IOCL XP100 petrol contains 0% ethanol (E0 grade) as per ASTM D4815 or equivalent specification.
Reply: XP100 is not blended with Ethanol. XP100 is presently being sold across select retail outlets of IndianOil in line with IS specification IS – 2796.
Q. Date of XP100 launch and current availability across all states/regions.
Reply: XP100 was launched on 01.12.2020. List of outlets presently selling XP100 is attached as Annexure.
The particulars of 1st Appellate Authority are given below. As per the provisions of the RTI Act, 2005, the period of appeal is 30 days from the date of receipt of this communication.

What the reply changed
The annexure lists 209 outlets by name, address, city and state; two rows are the same outlet (COCO Vejalpur, Ahmedabad), so the list covers 208 distinct outlets. Before the reply, this site carried 142 XP100 outlets taken from IOCL's public locator. Comparing the two:
- 128 outlets appeared in both. Four of them are listed under a different dealer name in the reply; those entries were renamed to match it.
- 80 outlets in the reply were not on the site and were added. The reply does not include coordinates, so 75 were located from their pages on IOCL's own locator and 5 were placed at locality level and marked as approximate.
- 14 outlets on the site were not in the reply and were removed.
The written statement that XP100 is not blended with ethanol is the first official confirmation of this from IOCL that the site has on record. Earlier, the site relied on Autocar India's ASTM D4815 laboratory test, which found less than 0.2% ethanol. The reply cites IS 2796, the Bureau of Indian Standards specification for motor gasoline, rather than ASTM D4815. PIN codes, coordinates, phone numbers and opening hours were not provided, and the reply does not say whether IOCL holds them.

What the reply changed
All 17 poWer100 outlets on this site come from this reply. The table gives outlet name, district and state only, so each outlet was located individually. Four are in Delhi, three in Bengaluru, two in Pune, and one each in Raigad, Kolkata, Jaipur, Gautam Buddh Nagar, Ahmedabad, Gurgaon, Visakhapatnam and Chennai. HPCL answered the list question in full and cited no exemption. The reply does not address ethanol content or launch date; for ethanol content the site relies on Autocar India's ASTM D4815 test of poWer100.

Point wise reply is as follows:
1) Number of Speed 100 outlets are – 117
With respect to other details asked by you – This information is not readily available and not maintained at Bharat Petroleum Corporation Limited. The information sought by you is not maintained at Retail HQ and collating such voluminous information) from our 72 Territory offices will disproportionately engage our resources and time, which will not be commensurate with the information requested as well as same is not in public interest. Hence, the same is denied u/s. 7(9) of RTI Act 2005.
2) Speed is proprietary brand of Bharat Petroleum Corporation Limited.
The information sought by you which is of commercial confidence, as well as not in public interest, hence denied under Section 8(1)(d) of the RTI Act 2005.
3) Speed has been launched in January 2026 and other details are already provided in Point no. 1.

What the reply changed
The reply confirms 117 Speed 100 outlets nationwide. This site lists 71, taken from BPCL's published Speed 100 outlet list, so at least 46 outlets are missing and cannot be located from any official source available to us. The reply gives the launch date as January 2026. It does not address ethanol content; for that the site relies on BPCL's separate public statement that Speed 97 is E20 and Speed 100 is E0.
Two exemptions were cited. Section 7(9) of the Act allows a public authority to provide information in a different form if the requested form would disproportionately divert its resources; it does not by itself permit refusal. Section 8(1)(d) exempts information of commercial confidence whose disclosure would harm a third party's competitive position, unless larger public interest warrants disclosure. HPCL and IOCL released the same category of information for their equivalent products without claiming either exemption.
First appeal
A first appeal against the denial was filed on 3 September 2026 through the RTI Online portal, registration no. BPCLD/A/E/26/00512. Under Section 19(6), a first appeal must be decided within 30 days of receipt, extendable to 45 days with reasons recorded in writing. This page will be updated with the appellate order when it arrives. An account of the filing, including problems with the portal, is on the transparency page.
The text of the appeal as filed is below. The portal accepts a single paragraph with no line breaks; paragraph breaks have been added here for readability, and the wording is unchanged.
This is a first appeal under the RTI Act 2005 against the CPIO reply dated 01.09.2026 to RTI application BPCLD/R/E/26/01947. Point 1 (list of Speed 100 outlet names and locations) was denied citing Section 7(9), on grounds that collating this from 72 territory offices would disproportionately engage resources and time. Section 7(9) governs the form in which information is supplied, it does not permit withholding information altogether. The CPIO reply itself supplied the aggregate figure of 117 outlets without difficulty, which shows the underlying count is known and undermines the claim that compiling the list is disproportionately burdensome. If the itemised list is genuinely held only at territory offices and not at Retail HQ, Section 6(3) required the CPIO to transfer the relevant part of the application to those offices rather than deny it outright.
Point 2 (the same outlet list) was separately denied under Section 8(1)(d) on the basis that Speed is a proprietary brand. Section 8(1)(d) exempts information that would harm a third party competitive position, such as trade secrets. The physical location of a public retail petrol outlet is not a trade secret, it is operational information visible to any member of the public who visits the outlet. This is confirmed by HPCL, which furnished names and districts for its 17 poWer100 outlets, a comparable niche 100 octane ethanol free product, without invoking any exemption (RTI reply dated 06.07.2026, registration no. HPCLD/R/E/26/01037).
Section 8(1)(d) is also subject to a public interest override. The information sought supports a clear public interest - identifying the small number of outlets nationwide selling ethanol free petrol at a time when the Government of India E20 (20 percent ethanol) mandate has made such fuel difficult to find, and when older and ethanol incompatible vehicles risk fuel system damage from unknowingly using ethanol blended petrol.
Exemptions under Section 8 are to be construed narrowly, and the burden of justifying a denial rests with the public authority, not the citizen. A bare assertion of commercial confidence, without any specific showing of competitive harm, does not meet this burden.
I request that the Appellate Authority direct the CPIO to furnish the complete list of Speed 100 outlets - names, addresses or districts, and states - in the same form already furnished by HPCL for its poWer100 outlets.
How to read these replies alongside the map
Each reply is a snapshot. IOCL describes its list as dynamic, and any outlet can start or stop stocking a premium grade without notice. The in-app availability reports exist for that reason. Outlets placed from an official list that gave a locality rather than a street address are marked "approximate location" on the map and on city pages.
